The animation style looks a lot like the old CN bumpers. And this seems like something they would do.
However, the date on the video (2009) is way too recent to be one of those bumpers (CN stopped doing cool stuff like that by, like, 2006). And I know I've never seen it before because there's no way I would have forgotten seeing THAT.
So, uh, maybe it was animated by a very talented fan? Or perhaps it's part of an unreleased bumper that was leaked online?
I was just browsing the "scooby doo" tag on tumblr when I found it; source says they got it from "weheartit.com" (and they got it from someone else on tumblr who got it from someone else. It was a maze of reblogging with no solid originating source). I'm going to assume its fanmade and if so, is definitely impressive.
One of the Scooby Doo roleplay blogs I follow had reblogged this a couple days ago. It has over 50,000 notes and I'm pretty positive it's the original source.
