All the official bios I've seen say that Shaggy and Fred are 17-years-old, Daphne is 16-years-old, and Velma is 15-years-old.
The way Velma behaves in Pup also indicates her being younger than most of her peers. For example, in the early episodes, she's really shy and quiet and seems to relate to Scooby a bit more than the other kids.
