In which Scooby Series are Velma and Shaggy most compatible?
Since there are dozens of different Scooby canons out there, I thought it would be interesting to ask you guys which versions of Shaggy and Velma you believe are most compatible.
I’ll start by listing all the Scooby productions where Shaggy and Velma appeared together in chronological order (I’m doing this from memory, so forgive me if I missed one) :
-Scooby Doo Where Are You? / Scooby Movies
-Scooby and Scrappy Doo Show
-A Pup Named Scooby Doo
-The 90s DTV movies (Zombie Island, Witch’s Ghost, Cyber Chase, & Alien Invaders)
-The theatrical live-action films (the ones with Matt Lillard and Linda Cardilini)
-What’s New Scooby Doo (including the bunch of DTV movies based in this universe)
-Shaggy and Scooby Doo Get a Clue (“How can I pick this one when they only appear on screen together once”, you ask? I’ll explain later)
-Mystery Incorporated
-The current run of DTVs (Abracadbra Doo & Camp Scare)
-The “Mystery Begins” series of live-action films
-Misc things that don’t fit neatly into a category (like CN bumpers, the various comic book series, and what not)
MY THOUGHTS:
-Where Are You?/Scooby Movies:

It still baffles me that so many people use this series as a basis for Fred/Daphne when there was just as much evidence (maybe even more!) for Shaggy/Velma. They were almost always paired off together. And some of their actions seemed to lightly hint at them being an item (Shaggy carrying her spare glasses, dancing together at parties, etc).
They had a lot of compatibility in this series because Shaggy hadn’t been dumbed down yet and Velma wasn’t portrayed as being a Steven Hawking-level prodigy. They were also very funny together and I liked how they both could deliver zingers to one another. And it also helped that Shaggy and Scooby weren’t nearly as co-dependent on each other as they became in later series/reboots.
-Scooby and Scrappy Show:

I haven’t seen much of this show, so I can’t really say much about it. But since it started the trend of Shaggy ALWAYS being paired off with the dog(s) while Fred went off with the girls, I doubt Shaggy and Velma had many “moments” in this show.
-Pup Named Scooby Doo:

I know it seems weird to discuss shipping in a show where the characters are only 10-12 years old; but I still think this show is worth mentioning. Shaggy and Velma’s Pup characterizations in this show go well together (all-American everyboy and sweet, genius wallflower). And there’s even some evidence that Shaggy has a crush on her (two of his Commander Cool fantasies feature a swooning Velma).
Also, Scooby Doo and Velma have a really cute BFF relationship in Pup. And that makes it easy to believe that Scooby would be all for Shaggy and Velma getting together one day.
-The 90s DTV movies (Zombie Island, Witch’s Ghost, Cyber Chase, & Alien Invaders):

These movies are all VERY good. But Velma and Shaggy don’t have much significant interaction in any of them (and most of those movies feature Velma or Shaggy getting one-shot love interests).
-The theatrical live-action films (the ones starring Matt Lillard and Linda Cardilini):

The only theatrical movie I saw was the first one (and I didn’t like it very much :P). So I can’t really say anything about it.
-What’s New Scooby Doo (including the bunch of DTV movies based in this universe):

This series is an odd duck. I thought it had a lot of Fred/Velma vibes. And Shaggy was so dumbed down for this show that it’s hard to see him and Velma working as an item. Seriously, Velma was ridiculously smart and Shaggy came across as borderline retarded (and I don't mean "retarded" in the derogatory sense; I mean LITERALLY retarded!)
But, oddly enough, Shaggy was often portrayed as a charismatic ladies man in this show. And that included him making a surprisingly forward pass at Velma in Chill Out Scooby Doo!
Also, like Pup, What’s New made Velma and Scooby out to be really close. And the scene in Where’s My Mummy where Shaggy and Scooby cried for her was very sweet. Granted, they’d probably cry for any friend who was hurt and possibly killed; but it’s still a good scene for Shelma fans.
-Shaggy and Scooby Doo Get a Clue:

There was only one episode where Shaggy and Velma had any significant interaction. But the interaction they had was surprisingly flirty (especially given the tone of this series). The way they acted makes me wonder how their interactions would have been handled if this show lasted longer and Fred, Daphne, and Velma had been brought into the main cast. It would have been kinda cool if Shaggy recruited Velma to be his mechanic/gadget maker (she could have been the Q to his James Bond).
-Mystery Incorporated:

Oy vey. Mystery Incorporated…
Despite the fact that this show was the first Scooby production (and the only Scooby cartoon) to feature Velma and Shaggy playing on-screen tonsil hockey, I think this show features the least compatible versions of the characters. Their traditional canon personalities are so warped that they’re barely recognizable to long time fans. And their new personalities come across as schizophrenic because they constantly flip-flop on how they feel about each other. They’re barely credible as friends, let alone lovers.
And the Scooby vs Velma plotline was just disgraceful. I don’t care that they randomly stopped hating each other later on; it was just WAY out of character for Velma to be mean to Scooby and outright dismissive of Shaggy and Scooby’s bond with each other (ESPECIALLY since Scooby and Velma were so close in virtually every other canon). And it was WAAAAY out of character for Scooby to react so violently to the news that Velma and Shaggy were an item (he attacked her when she was crying!! I still can’t get over that!!!). And the less said about the infamous “cheating” line, the better! **gag**
I know I spew a lot of venom at this show. But it’s only because it’s very likely that this could be the only chance we’ll have to see Shaggy/Velma be canon (at least in the cartoons).
-The current run of DTVs (Abracadbra Doo & Camp Scare):

This current line of movies would be higher on my list if it weren’t for the fact that Abracadabra Doo addedMary Sue Madelyn Dinkley (a new little sister for Velma) to Shaggy’s LONG list of love-interests. This series of movies restored Velma and Scooby’s friendly relationship (Thank Goodness) and Velma and Shaggy showed some cute, playful chemistry in Camp Scare. But, if they were to hook up officially, it would be awkward to say the least. It’s not impossible (Abracadabra Doo never made it clear whether or not Shaggy liked Madelyn the same way she liked him), but it’s probably unlikely.
-The “Mystery Begins” series of live-action films:

These movies are great (and anyone who saw them knows why)! The way the Shaggy/Velma relationship was built was cute and in-character. The “Scooby is jealous” plot that I HATED in Mystery Incorporated was used; but at least it made sense in this movie’s canon. MB-Scooby had only been with Shaggy a few months and barely knew Velma. And Scooby had a history of being abandoned by his masters. So him being jealous and going out of his way to sabotage the relationship actually made sense and didn’t come across as creepy.
I also appreciated how the second movie flipped the Fred/Daphne and Shaggy/Velma dynamic. For once, Fred and Daphne were portrayed as a couple who had issues instead of a fairy tale OTP while Shaggy and Velma had a much deeper connection. And even though it copped out on both couples in the end; it did leave a door open for Shaggy and Velma if future movies happen in that canon.
-Misc things that don’t fit neatly into a category (like CN bumpers, the various comic book series, and what not):
-I think the old CN bumper “Sheep in the Big Cafeteria” rekindled my love for the S/V ship when I was a teenager. I was an awkward nerd; so it was cute to see Velma and Shaggy bonding with other cartoon outcasts at the “Freaks’ Table”.
-The Gold Key comics from the 70s had a few S/V hints. It was printed the same time Where Are You was airing, so it had the same tone (for the most part). And a couple stories featured Shaggy, Scooby, and Velma going off together to solve the mystery.
And some of the DC comics featured some sweet S/V stories, too
In conclusion: My vote for “Show with the most S/V chemistry” is a tie between Scooby Doo: Where Are You and Pup Named Scooby Doo. Curse of the Lake Monster is a VERY close second (and it only got demoted because of the cop out ending).

Though in the commentary for the first movie between Linda and Matt, though they both had "love interest" at one point, Linda goes "Aww Velma still loves you Shag!". And there was also the line in the second movie when Velma and Shaggy and Scooby run off where Velma pours her heart out to them, wishing to be like them and she tells Shaggy (and Scooby) they are heroes to her. I like to think that counts.
I ship them the hardest in Mystery Begins verse. I can't help it, Hayley and Nick have such a natural chemistry together. But I can't lie, no matter what "verse" it is, I WILL ALWAYS SHIP THEM. (Just like Lydia and Betelgeuse, but that's another story for another day!)
